There have been persistent violations of the Seamens Act. There has been a tendency on the part of shipowners and operators to "chisel" a bit. to use a modem term. Even our immigration laws have been evaded. There have been employed upon the high seas men serving upon the various vessels who were. under the terms of our law. improperly there. Our own American seamen -were disregarded and. in many instances. foreigners with no interest whatever In the United States. with no devotion whatever to the American flag. were given places which should have been filled by loyal. patriotic Americans.
