I regret to say that it would because it involves a change in the present quota system and would necessarily open the door to amendments being offered by other Members of the body. For example. both Senators from Louisiana would like very much to offer amendments which would change the present system. The senior Senator from Florida and likewise the junior Senator from Florida [Mr. LoFTrNl would like to do that. On behalf of certain sugar producers in the West I should like to offer an amendment changing the preferential rate for domestic production. All those suggestions would involve debate and would make impossible the continuation of the system during the interim between the final adjournment of the present session and the beginning of the next session of Congress.
