As a matter of fact. it is difficult. really. to draw any distinction between class 1 and class 2 because they are both about in the same category. and. mind you. Mr. President. the case In class 3 and class 4. as well as those in classes 1 and 2. were picked out. and It was said the individuals concerned ought not to be deported. and they have been kept here for about 3 years In violation of the laws of this country. The Department of Labor would not deport them. although the Congress. which makes the laws of the country. made It mandatory upon the Department to deport those people. Those administering the law have violated the law. they have snubbed Congress and said. "No. we are going to do what we want to do about it. we are going to change the law because we think the law is wrong. and we are going to help in those cases in which we are interested." .
