I think we should consider this matter dispassionately and calmly. I believe we should not permit any feeling to enter into the matter. As a matter of fact our views on immigration may differ. but I submit that the proper place and time to consider restriction of immigration or dealing with aliens is in legislation coming from the Committee on Immigration. and such an important question should be settled only by orderly procedure. I am opposed to the amendment offered by the gentleman from Virginia because it would leave all aliens on relief. subject to persecution by relief administrators. If the substitute amendment offered by the gentleman from California were adopted. hundreds of thousands. or maybe a few thousandI do not know how many alienswould be deprived of the benefits of the bill.
