I believe that the bill in its ultimate effect would result in a decrease in the number of aliens in this country. The Senator from North Carolina has a bill here. and I am very much in favor of many of its provisions. It is an immigration bill. The committee is perfectly willing to have a hearing on it. and to give the Senator an opportunity to be heard. But to send the pending bill. which has been thoroughly considered. back to the committee in order to get it mixed up with an immigration bill just is not proper legislative procedure. and there is no logic to it. If the Senate does not believe in the pending bill. it can vote it down. but certainly it should not attempt to send it back to try to get some sort of a hybrid bill which would be half immigration and half deportation. There is no reason why we should attempt to do that.
