When a legal alien left the ship and was admitted by the immigration inspectors at the port. he was given such a certificate to show that he was legally in the country. There is no trouble about asking the alien when he goes to a place of business whether he was legally admitted and whether he is a citizen. Of course. if he is a citizen. that is all to the good for him.
