Colonel MacCormack was called upon to relate the facts to the United States Congress. the facts were called for by the other House of the National Legislature. he made summary of every one of the 2.862 cases. sent them down. and had them put under lock and key under the direction of Mr. DICKINSON. who is chairman of the Committee on Immigration and Naturalization of the House of Representatives. a committee of which the Honorable JOE STARNES. of Alabama. is also a member and coauthor of the ReynoldsStarnes bill. It was the duty of Colonel MacCormack to have given the Congress the facts. That is what was called for.
