Mr. Chairman. on January 9 I introduced H. R. 9991. extending the time for applying for and receiving benefits under the provisions of an act to provide means by which certain Filipinos can emigrate from the United States. which was approved on July 10. 1935. At the time of the enactment of this law providing. for the repatriation of Filipinos it was contemplated that funds would be appropriated before the adjournment of the last session of Congress to put the act into immediate effect. With this in view. the time for making application for return to the Philippine Islands under the act was limited to December 1. 1936. and the termination date was December 31. 1936. The deficiency bill appropriating the necessary funds to carry the act into effect was passed by the House of Representatives but failed to pass in the Senate. at the closing days session. As a result. it has not been possible for the immigration authorities to carry out the purposes of the act. It is therefore imperative that the time limitation be extended for the period of 1 year. The present deficiency bill.
