Every criminal. every man accused of crime. even as some Member said. in the case of firstdegree murder. is entitled to a stay of execution pending appeal. As a practical matter. as a matter of dollars and cents. if I must appeal to the Membership of this House on this low ground. this sordid ground. this mercenary ground. if you fail to pass this resolution and these 2.600 aliens are deported. you are going to break up their families. in many cases you are going to leave the wives and children. their dependents. helpless. subject to public charity.
