When they work a man over the regular time in ordinary employment. even if they pay him only 12 cents an hour. they must pay him time and a half. but the United States Government does not pay a nickel extra to any employee for overtime work. When we had the N. R. A. the men and women in that department worked unbelievably long hours. In the Immigration and Customs Services on the ships coming into the Atlantic and Pacific and Gulf coast ports men work overtime day after day and night after night without a pennys recompense for overtime.
