In subsection 3 of section 1. in line 10. strike out the three words " and for gain." If you leave those three words in you just give the family and others who are not doing it for financial gain an excuse for aiding the smuggling of immigrants into this country. and then. again. we want to see the discretionary power of the Secretary of Labor stricken out.
