Birth rates. taking the country as a whole. have been declining rapidly. Large numbers of people have joined the ranks of transients. moving from place to place in search of work and new homes. Immigration has largely ceased. Such claims as declining death rates in large cities like New York are perhaps exaggerated because they are based on the assumption that the population in such cities since 1930 has remained the same. whereas most indications are that the numbers of people in such cities have become substantially less. Under such circumstances. it is difficult to know or foresee as accurately as formerly the best locations for new business undertakings in relation to consumers markets and in the field of Government activities. the needs for new municipal conveniences and necessities. school facilities. and aids to large groups of distressed citizens in cities and country whose plight cannot be ignored.
