As far as I am concerned. and as far as I know. the recommendations have been - overwhelmingly in favor of that part of the bill. but there is a thread running through the bill which seeks to provide that they must be residents of this country. It is strictly a bill for .the benefit of aliens who fought for our country. In that respect it should be held strictly as a bill in favor of veterans and will not be permitted to be an immigration matter. My amendment will not in any way militate against the real purpose of the bill. It will strengthen it.
