Mr. President. the Senator will observe from the report thatthe Committee on Claims has favorably reported a bill identical with one which it reported last year. and which passed the Senate at the last session. The purpose of the bill is to reimburse the International Mercantile Marine Co. for penalties which were assessed and collected but not actually incurred under the immigration laws of the United States. The Senator will see. at the bottom of page 2 of the report. that the Assistant Attorney General says: I see no objection to this bill on the merits. Whether the 6year limitation of the Tucker Act should be waived is a question for the determination of Congress.
