September 19. 1919. our Government insisted upon stipulations guaranteeing the rights of religious minorities following the World War. And finally. President Roosevelt secured pledges from Russiathe U. S. S. R.-in 1933. guaranteeing against discriminations in respect to passport visas and religious liberties of our nationals. The history of American intercession on behalf of oppressed racial or religious minorities is indeed worthy of minute review. particularly in the light of the resolution which I have offered. to wit. House Resolution 70. which is in the nature of a protest against the unjust and deplorable policy of the Mexican National Revolutionary Party in regard to the freedom of worship of the Catholics in Mexico.
