I think it is a just measure. I introduced the original bill on this subject. In reply to the gentleman from Pennsylvania. I should like to give him some of the early history of this bill. This bill was drawn by experts from the Departments of State and Labor and has their support. It was originally introduced in behalf of what is known as "White Russian refugees ". of whom there are a very few in this country. who could not and cannot be deported to any other country. They were and are in this country. We cannot possibly deport them.
