The Chairman of the Committee on Immigration. Mr. DICKSTEIN. is the author of the resolution. His committee or a subcommittee of his committee has given a great deal of time to the gathering of information bearing upon the subject. The Rules Committee proceeded cautiously in the consideration of the resolution. Prior to any consideration whatever upon the part of the Rules Committee this matter was submitted to the Democratic steering committee of the House.
