It is proposed to strike out. beginning on page 1. line 5. down to and including line 7. on page 2. and in lieu thereof to insert the following: SEC. 1993. (a) Any child hereafter born out of the limits and jurisdiction of the United States. whose father and mother at the time of the birth of such child are citizens of the United States. if either of said parents has resided in the United States previous to the birth of such child. is declared to be a citizen of the United States from birth. (b) Any child hereafter born out of the limits and jurisdiction of the United States. one of whose parents at the time of the birth of such child is a citizen of the United States and the other an alien. if the parent who is a citizen has resided in the United States previous to the birth of such child. may become a citizen of the United States by taking an oath of allegiance to the United States within 6 months after his or her twentyfirst birthday. In such form and manner as shall be prescribed by the Bureau of Naturalization. provided that such child has resided within the United States for at least 5 years continuously immediately previous to his eighteenth birthday.
