The whole question of racial prejudice is at the moment of vital importance to America in our international relations. If unhappily this country should ever become involved in a war with the great Empire of Japanand a more futile war could hardly be imaginedthe chief contributing cause will be the intolerance of this country in refusing admission to this country. with some trifling exceptions. to a citizen of Japan. The Japanese Empire. one of the proudest Of all nations. does not object to our quota system. under which only a few Japanese could ever enter this country as immigrants. but it does object to the fact that the quota privilege. so freely extended to nearly all other nations. is
