This amendment constitutes a deliberate insult to two of the great nations of this world. No matter how we may feel about the race questionand I am as broad and tolerant on racial as I am on religious questions--there is something deeper involved in this particular amendment. There is no question but that Japan and China have a justifiable basis for exception as a result of the nationalorigins clause of the present immigration law. We could have given them a quota of a hundred. and from a practical angle we would have been consistent with the principle that that law established. In this bill we heap insult upon insult.
