This bill in its general purpose is like a great many other bills. it is highly desirable. but the rider on this bill in the form of the proviso on the first page. to which the gentleman from Pennsylvania has called attention. is highly dangerous and the harm that may come from this proviso will more than offset any benefits that anybody may derive under the general purposes of the bill. It was not thought of originally when the bill was introduced. No one thought when this bill was introduced of any further discrimination against orientals. Today the Pacific is tense. Today the statesmen of the world are meeting and they are highly alarmed over the Asiatic situation and in Japan declaring an Asiatic Monroe Doctrine which she claims she is exercising on account of just such situations as these. If the womanhood of America want anything from Congress. they want international accord build up. They want movements directed toward international peace.
