I believe so. That is the same question in different form which the gentleman from- Georgia [Mr. Cox] just now asked. a gentleman for whose legal ability I have very great respect. This is not an. immigration bill. and does not in any way affect the quota. that may come into this country. because there is no provision that lets anybody in anywhere. It is purely a matter affecting citizenship or nationality. It is a just bill because it does give equal nationality to the American mother that the law has heretofore given to the American father.. This. is the object of the I93. .bill. this will be the effect of it. and I certainly am for it .with all my heart.
