Mr. Speaker. the purpose of this legislation. which has been sought for the past decade by the American Federation of Labor and by the International Seamens Union of America. is to put a stop to the smuggling of aliens into the United States under the guise of seamen. The official records show that during the past 25 years in excess of 500.000 socalled "seamen" deserted vessels entering our ports and remained in the country in violation of our immigration and exclusion laws. Considerable sums of moneyin some cases as high as $1.100have been paid by Chinese in order to obtain entrance to the United States in this unlawful manner.
