And this despite the fact that the last Congress boosted rates on incomes to the highest peacetime levels in our history. reaching as high as 63 percent in the highest brackets. To which may be added. with respect to corporate earnings. 13/4 percent paid by the corporation. and a special 5 percent tax on its dividends. aggregating a total diversion to the Federal Treasury in certain cases of 813 percent of income. There were other moneys received by the Treasury totaling $224.000.000. such as Panama Canal tolls. fines and penalties. immigration and naturalization fees. interest on debts of foreign governments. rentals from oil and mineral leases of public lands. interest on deferred collections. and so forth. But these do not fall in the general description of taxes. Inheritance taxes certainly are not shifted. and it is generally agreed that income taxes such as those of the Federal Governmenta tax on net (not gross) income or profitsare not shifted. although there is some dispute on this point under special circumstances such as the incometax payer selling his product in a "sellers market ". and so forth.
