I am in favor of the .object and purpose of House Joint Resolution 549. and wish to express my appreciation for the spirit that is behind the presentation of this measure. It is calculated to relieve suffering here and to benefit countrymen of mine in the United States who are unemployed and in distress. I should like to state for the record. and for the information of my own people. that in the 4 years I have served in Congress. during which I have at different times appeared before this Committee on Immigration and Naturalization. the decision has invariably. without exception. been fair and Just to our interests. The passage of this resolution. perhaps with certain amendments. would be a happy sequence to that record established by this committee. Let it be made clear that the return of Filipinos to the Islands according to the measure would be voluntary. not compulsory.
