I could not be so discourteous as to object if the Senator insists upon it. but I will say that while the treaty does not contain a definition as to what constitutes a man a national of a particular country. it does expressly provide that each government may decline to surrender under extradition its own nationals. which means that we may refuse to surrender under extradition a naturalized native of Turkey. and. on the other hand. Turkey may refuse to surrender a naturalized American in Turkey. So that condition is protected for the time being. at any rate.
