We pride ourselves on being a Government of law and not of men. but Mr. Hoover made it a Government of men when he issued that order. Now the Immigration Act is not flexible. it is an inflexible statute. The Secretary of Labor for years has been pleading with you to give him some flexible power. some discretionary power. for example. which would enable him not to deport in cases where there would be an undue hardship. Congress has always denied that right. has always refused to give him that discretion. has alwaysrefused to consider the statute flexible. yet we have the State Department saying that the law is flexible. that it can be bent in any way they wish. because of the construction that they wish to place upon the "publiccharge " provisions.
