I heard the Senator from Utah talk about how the shipping of other countries could be carried on. and how successful that shipping was. There is not a country on the face of the earth that has any shipping industry or any merchant marine that does not subsidize that merchant marine. If we are willing in this country to repeal the La Follette Acts. and let our seamen work under the same conditions under which seamen on foreign ships work. the same conditions under which the Chinese coolies are employed. we can maintain an American merchant marine. but if we are to maintain the high standards of American labor. such as we desire to maintain in the United States. we will have to subsidize our American merchant marine. just as the shipping lines of other countries are subsidized and assisted. Mr. President.
