President. I think it is absolutely wrong to encourage a deficit as this item will do. It invites the immigration authorities to continue their illegal raids. They took into custody a few weeks ago 400 people in Detroit. upon the theory that they were anarchists or bolshevists. and threw many of them into jail. but. after a sifting process. they confessed their error and released substantially all of them. Because of such illegal arrests and other arbitrary. capricious. and unwarranted acts upon the part of the employees of the Immigration Service they are incurring deficits notwithstanding the very large annual appropriations which have been made for this service. I protest against it. I think if we provide this $450.000 it will be expended.
