I desire to offer a few observations on Brig. Gen. Thaddeus Kosciusko. the one hundred and fiftieth anniversary of whose naturalization as an American citizen is celebrated this year. There is now pending several joint resolutions which would authorize and direct the Postmaster General to issue a special series of postage stamps of the denomination of 3 cents. of such design and for such period as the Postmaster General may determine. commemorative of the anniversary of the naturalization in 1783 of Kosciusko. Kosciusko was the first foreign patriot to heed the call of the American Colonies in their struggle for freedom. Today his name is familiar to and revered by the entire country. but when he first came to Philadelphia in the summer of 1776. a few weeks after the Declaration of Independence. he was but a young military engineer.
