Mr. Chairman. after listening to my distinguished friend. the gentleman from Alabama . on the subject of immigration. I think the gentleman knows less about it than I know about appropriations made by the gentlemans committee. The gentleman wants to empower an ordinary immigration inspector as judge and jury. to issue warrants wherever he goes. and lock up anybody he wants to. If we do that there is not enough money in the Public Treasury. to support that appropriation. I submit the gentlemans proposition is wrong. Power can not be vested in an agent to issue warrants and lock up anybody he wants to. I wish to read an article appearing in yesterdays New York WorldTelegram. which comments about practices which might grow if an immigration inspector should be empowered to act as judge and jury and issue warrants wherever he may go: [WorldTelegram.
