Mr. President. I shall not detain the Senate by any extended address. but I desire to explain my position regarding this bill and the pending amendment. The question of Philippine independence is a burning question on the Pacific coast. The people who live there have problems growing out of Philippine immigration and Philippine imports that are much more acute than in other sections of the United States. For my part. I should like to vote for Philippine independence at the earliest possible date that will not be seriously destructive of American Interests in the Philippines. I should like to vote for an intervening period of five years instead of eight years. and yet I am constrained by the judgment of Senators on the committee who have made a long and careful study of this question.
