Mr. President. may I draw the attention of the Senator from Indiana to the fact which the Senator from New Mexico has mentioned. that section 12 provides that as soon as they get their independence. for which they are clamoring. they then go on exactly the same basis as any other Asiatic country. It is only during the period while the American flag is flying over those islands that under the bill a limited number of them are permitted to come to this country each year. It seems to me the position taken by the authors of the bill. that there should be a distinction made between the time when the flag comes down and the time before it comes down. is a reasonable one.
