Mr. Speaker. while this is in a way a small matter. it is yet in a way a very important matter. We are seeking here today to let down the bars as I have had occasion to say many times in defense of the immigration laws of this country. If this report is accepted. we will again lay down the bars when it is absolutely unnecessary. You will remember that about two weeks ago myself and others. believing as we do about the restriction of immigrants. waged a fight against andcompletely changed a bill and sent it on to the Senate. where it now rests. That bill sought to bring in the fathers and mothers outside the quota. This bill seeks to do the same thing with reference to husbands and deals with the same paragraph of the law.
