I should like to invite the attention of the Senator to the fact that on page 36 of the bill one of the provisions. that under the Senate bill was not to go into effect until after the date of the inauguration of the new government in the Commonwealth of the Philippine Islands. was this: For the purposes of sections 18 and 20 of the immigration act of 1917. as amended. the Philippine Islands shall be considered to be a foreign country. What the Senator from California proposes and what his colleagues just explained to be his desire is that we should not wait until the Philippine Islands have started a new government. but that 60 days after the passage of this bill the Philippine Islands shall be considered to be a foreign country. I must oppose that with all the force at my command.
