Mr. President. this is a bill intended to admit. outside of the quota. the husbands of American women. Iobjected to it when it was last brought up because it would permit to come in anybody who could find an American woman to marry him. in the future. without regard to our quota law. That is. a sailor who was in port for a couple of days might find a woman who would marry him for a $5 bill. and we could not stop his permanent entry. although he might be undesirable in a good many ways. At the same time. it is a fact that there are many meritorious cases. cases of distress. of ladies who have been married in the past and who are unable to bring their husbands into this country. although there is no question of their ability to support themselves when they get here.
