Thirty per cent of the Philippine budget is expended on the public schools of the islands. The Filipinos have shown not merely aptitude. but ambition to achieve success in government. Their social and intellectual standards are higher by a good deal than those of their Asiatic neighbors. Their cooperation with the United States for their cultural and material advancement is a mark of their fitness for selfrule and an earnest of their further development.
