The States which would lose representation under reapportionment constituted an impassable barrier to the passage of any reapportionment bill. There was a hopeless tangle. and it was the ingenuity and tact of Meyer Jacobstein that cut the Gordian knot and enabled Congress to function constitutionally and pass the reapportionment act of 1928. No Member of the House rendered greater service to the country on questions of the tariff. finance. labor legislation. immigration. and agricultural relief. He opposed the fantastic schemes for farm relief which became laws. Had his advice been heeded. much of the embarrassment to the present administration and great wastage of the peoples money in setting up the establishment known as the Federal Farm Board would have been avoided.
