Chairman. I do so solely for the purpose of following out the suggestion made by the gentleman from Wisconsin . He stated the methods employed by American consuls in accordance with the rulings of the State Department on passing on applications for visas. The gentleman is quite right in his statement of extreme abuses and ridiculous rulings. I agree consuls should under the law probably look into the financial condition of prospective immigrants as well as the financial condition of the relatives as to whether or not the applicant is likely to become a public charge. Any reasonable inquiry I believe is within the scope of the law and quite proper under present economic conditions. But there have been some grave abuses. in fact. too many.
