I will venture to say that most of the men who come in who are over 60 years old are able to work. The bill of the chairman of the committee seeks to enlarge the quota which was established in 1924 by an overwhelming vote of the House. In my opinion it would permit 10.000. 15.000. or 20.000 now restricted by the quota to be admitted annually without regard to the quota. We will have 150.000 or 200.000 aliens naturalized year after year. and when they become citizens. under the provisions of the chairmans bill. their parents would come in outside the quota. So the question as between the two bills is this: Do you desire to increase the present quota of 153.000 established under the bill of the gentleman from Washington when he was chairman of the committee. to one hundred and sixty. one hundred and seventy. or one hundred and eighty thousand. by transferring from quota to nonquota. or do you want to say that as a humane move you will let the parents of every American citizen who wish to come in within the next year to do so notwithstanding the quota?
