Mr. Speaker. I want to say a word in connection with the suggestions made by the gentleman from Washington. We understood when this matter was before the Rules Committee that it was a report from the Immigration Committee. with only one dissenting vote. I do not recall that any suggestions were then made before the Rules Committee that any change would be suggested in this bill. I have no knowledge of the relative merits of the two propositions. but I do want to call attention to the method of procedure. Last week we had a similar example. when something unusual happened with the copyright bill.
