Since coming to the Congress in 1924. Mr. RUTHERFORD had been a member of the Committee on Immigration and -Naturalization. He had shown a profound knowledge of the - immigration situation in this country. had always supported legislation looking toward restriction of immigration. and had only a short time before his death introduced a bill providing for further restriction. which bill was reported by the committee after his death. His quiet and unassuming manner. his sincerity of purpose. and his freedom from demagoguery had endeared him .in the hearts of his colleagues. He realized that being a Democrat under a Republican administration. very little could be accomplished by him on the floor of the House. and it is a matter of record that he never took the floor until he really had something worth while to say and when he felt that something could be accomplished.
