It is a truly cosmopolitan district representing the various racial groups that comprise the composite American. CHARLES A. MOONEY knew his people and they knew him. His constituents. irrespective of political or religious belief. trusted him and came to love and respect him. He was the friend of the poor immigrant and spent his strength incessantly in his behalf. He made especial effort to reunite the loved ones of seadivided families. when that was possible by law or regulation. .He was a strong believer in social justice for the poor and downtrodden. He had a sense of responsibility to his constituents and to the Nation as a whole.
