During the eleventh year. on those things that they have been allowed tb bring in free for 10 years. they pay 5 per cent tax. the next year. 10 per cent. the next year. 15 per cent. the next year. 20 per cent. and after that. during the period of the autonomous government. 25 per cent. That is. on the things that come in under the status quo free for the first 10 yearsthey pay the ordinary tariff duties on all above thatthey start in at the end of 10 years to pay tariff duties on those things that have previously come in free under the quota. Of course. if and when independence is voted after 15 years. then all of our immigration laws and all of our tax laws apply to the Philippine Islands. just the same as they apply to any other country. Objections have been made by one or two that there should be no date fixed for independence. They say. "Wait 20 or 25 years and find out whether the people of the Philippine Islands have reached sufficient advancement for independence." That is a denial of independence.
