New arrivals Should be limited to our capacity to absorb them into the ranks of good citizenship. America must be kept American. For this purpose it is necessary to continue a policy of restricted immigration. * * * We should find additional safety in a law requiring the Immediate registration of all aliens. Those who do not want to be partakers of the American spirit ought not to settle in America. President Hoover in his annual message to Congress on December 8. 19.11. said: I recommend that immigration restriction now in force under administrative action be placed upon a more definite basis by law. The deportation laws should be strengthened. Aliens lawfully in the country should be protected by the issuance of a certificate of residence. If we are to protect American workmen and aliens lawfully in the United States from the competition of the 400.000 or more aliens unlawfully in this country. we must have alien registration.
