I rise to point out to the House that if we are limited in debate today. it is not the fault of the friends of Philippine independence. but through the objections of the opponents of Philippine independence. I would rather vote for Philippine independence in 40 minutes than be prevented from voting on this subject. as we have been for the last 15 years. by the work of crafty parliamentarians. This is not a question of the tariff or of oil or of sugar or of immigration. This is a question of fundamental human liberty. within the meaning of the best American traditions. Nothing can enter between our vote and the real issue.
