I do not think it is contradictory in the sense the Senator intends. It merely strengthens existing immigration laws and declares that notwithstanding certain races may not come to the United States. nevertheless in the interest of trade and commerce and in pursuance of that rule or spirit of comity existing among nations. the immigration law will be relaxed or modified in order that bona fide seamen may enter the United States even though they are racially excluded. provided they are serving upon vessels of their own nation. While there is an apparent contradiction. I submit that a proper reading and interpretation of the entire bill make reasonably certain the object to be attained.
