In such a case the inspector would challenge the person and take him ashore as he would take any person seeking entrance as an immigrant who was ineligible to enter. If a person should be upon a ship without a proper visa. the inspector would cause him to be removed from the vessel to a detention camp. there to remain until deported. If a person racially excluded under the present law were to be found upon the same vessel. he would be subject to the same treatment and the vessel under the prezent law would be subject to a fine of $1.000. Under this bill. instead of a penalty of $1.000. the vessel is required to pay all costs incident to the detention of the person as well as the costs of deportation.
