But the Senator says in line 6 of his bill. page 4: Exclusive. however. of any citizen. subject. or inhabitant of any colony. dependency. or mandate who is racially excluded from coming to the United States as an immigrant. I believe I see the object at which the Senator is driving. and my purpose in rising is merely to say that I do not believe the selection of words and phrases is clear and that it makes the section contradictory of each one of its separate provisions. It ought to be rewritten so that the judge or the customs official who interprets it will not find that each three lines contradict the three lines which have gone before.
