It strikes me that in the first phrase. on line 3. an exception is made. and then the exception is contradicted in the same sentence on line 5. Then it goes on further to contradict itself by saying. in line 6. "exclusive. however. of any citizen. subject. or inhabitant of any colony. dependency. or mandate who is racially excluded from coming to the United States as an immigrant." I say to the Senator that as I read this. even if it projects the thought which the author of the bill has in mind. it strikes me as being so contradictory that a wrong interpretation would be placed upon it. because. first. it excludes.
